Dean was born in Butte, Montana, but he was raised in an Army home and lived many years abroad. He attended Albany State University (HBCU) on a full ride football scholarship before serving a mission in Italy for two years. After returning from Italy, he graduated from Brigham Young University in 2005 with Bachelor’s Degrees in Philosophy and Italian. Dean earned an M.S. in Criminal Justice from Boston University in 2007, and earned his J.D. from Baylor University School of Law in 2009.

Dean served as Assistant City Attorney for the City of Waco and the City of Grand Prairie. He served as Senior Assistant City Attorney for the City of Irving and was the City Attorney for the City of Laredo. Dean has extensive experience with projects related to economic development including: Chapter 380 Agreements, Development Agreements, TIRZ (TIF), PIDs, MMDs, LGCs, Low Income Housing Tax Credits, the Texas Enterprise Zone Program, CDBG, ARPA, convention center hotel projects, and tax abatements. Dean’s legal focus has also been on real estate and construction law, which includes all construction delivery methods and competitive bidding procedures authorized under federal and Texas law for municipalities and other local governmental entities. Dean has worked with TxDOT and other regional partners on major construction projects, including the turn backs projects in Irving and Grand Prairie, and the Texas Stadium and Loop 12 Diamond Interchange Projects. He currently serves as the city attorney for the towns of Godley and Trophy Club.
