Born in Austin, Texas, in 1971, Mr. Wallis was raised in Saginaw, Texas. He graduated from Howard Payne University in May 1994 where he received a Bachelor of Arts degree in Practical Theology. He completed several years of post-graduate work in religion and ethics at Hardin-Simmons University before deciding to pursue a career in the law. He was awarded his J.D. degree from the Baylor University School of Law in July, 2000 and was licensed to practice in November 2000. Mr. Wallis is a member of the State Bar of Texas, the Tarrant County Bar Association, and the Tarrant County Young Lawyers Association. His primary areas of practice are municipal law and municipal litigation. He has experience in the drafting and implementation of ordinances. He negotiated and drafted the secondary metal recycling ordinance for the City of Fort Worth and has been a speaker for the International Association of Property Crime Investigators on the topic of ordinances and statutes regulating metal recycling. Mr. Wallis has felony trial experience from his time with the Johnson County District Attorney’s Office and civil trial experience from his time with the Fort Worth City Attorney’s Office.
