Born in Lynn County, Texas in 1940, Mr. Staples received his B.A. in Government from North Texas State University and his J.D. from the University of Texas School of Law in 1965. He began legal practice in 1965 as an assistant city attorney for the City of Lubbock, was Executive Director of the Golden Crescent Council of Governments from 1969-1970, and has been in private practice in Victoria from 1968-1971 and in Tarrant County since 1971.
Mr. Staples is admitted to practice before the Texas Supreme Court; the United States District Courts in the Northern, Eastern and Southern Districts of Texas; the Fifth Circuit Court of Appeals; and the United States Supreme Court.
He has served as Director of the Texas City Attorneys Association and a member of the Advisory Board of the Municipal Legal Studies Center of the Center for American and International Law Society (formerly Southwestern Legal Foundation).
Mr. Staples is the principal attorney for five cities and a water district in four North Texas Counties. He represents other cities and public officials in litigation involving civil rights, employment law, eminent domain, zoning and other issues. He has represented the cities of Fort Worth, Grand Prairie, Irving, North Richland Hills, Carrollton, Palestine, Hurst, Fairview, Alvarado, and others in litigation in state and federal courts.
He has authored many articles on land use law, economic development and eminent domain, and has been a lecturer and panelist on national and state conferences on these and other subjects.
