Born in Honolulu, Hawaii in 1951. Ms. Elam attended the University of California at Berkeley and received an A.B. degree in Anthropology in 1975. She later was awarded an academic scholarship and attended the Southern Methodist University School of Law, where she received her J.D. degree in 1986. After graduation she was an Assistant City Attorney for the City of Fort Worth. Her Primary area of practice is municipal and public law. She is currently serving as City Attorney to the cities of Aledo, Aurora, Everman, Edgecliff Village, Red Oak and River Oaks. Ms. Elam is a member of the State Bar of Texas, Tarrant County Bar Association and the Tarrant County Women's Bar Association.
